Assistant Director - Homeless and Rough Sleeper Services

Job Description

Our client is one of the largest providers of supported accommodation services various clients such as young people, clients with a history of homelessness, mental health or substance misuse issues. They aim to help vulnerable people find opportunities to change their lives and futures.

Position Available: Assistant Director - Homeless and Rough Sleeper Services, South West London, 2-3 months, 37.5 hours per week, £45kpa

Role Purpose:

To lead on the management and development of community based services, which currently include the following:

  • Rough sleeper outreach services,
  • Homeless health link service
  • Training and employment service
  • Peer mentoring

This role will focus on the development of non-accommodation support services across the organisation, this role will be key in developing innovative solutions to tackling social isolation, improving health and wellbeing outcomes, increasing the personal development and life skills of our service users. Working towards the mission of the charity 'Homelessness to Independence'

This role will provide leadership in building the capacity of services users, leading the teams to engage with service users in a creative innovative way, this role will be the lead for contract management of the services and will need to demonstrate excellent contract management skills.

This role will be required to think differently and implement service innovations by developing and managing positive, collaborative relationships with many partners and stakeholders that will have different perspectives and interests.

This role will be required to create cohesion across the various teams, by demonstrating a strong work ethic and ability to take initiative in proactively resolving issues and creating solutions to meet the needs of the service users.


  1. 1. Service Delivery.
  • To ensure services are delivered successfully and to a good quality
  • To ensure services are contract/funding compliant
  • To ensure services are compliant with strategic aims and values
  • To ensure services are compliant with business plans, policies and procedures
  • To ensure clients receive a high quality of customer service
  • To support the Director of Strategic Operations in the delivery of other services as requested
  1. Resource Management
  • To ensure that service budgets are set economically and realistically
  • To ensure services are delivered within budget - work with the finance team to manage those budgets
  • To prepare robust business cases for restructuring resources when required
  • To ensure effective team work between service delivery staff and other staff work elsewhere in, external partners and colleagues
  • Ensure staff effectively utilise client database
  1. People Management
  • Undertake effective line management of staff, including the timely execution of inductions, probation reviews, 121's and annual reviews
  • To ensure effective regular and professional team meetings take place
  • To ensure staff have access to appropriate learning and development
  1. Corporate Responsibilities
  • To support the delivery of strategy, through annual business plans, and complementary operational delivery plans
  • To support the development, delivery and reporting of the company Risk Map
  • To report on operational performance and other areas as requested - to the Strategic Director of Operations, Chief Executive, Trustees or Commissioners in a timely manner
  • To ensure that other information required from service delivery staff is provided to internal colleagues and external stakeholders as required
  • To support the Strategic Director of Operations in other projects, as requested.
  • To ensure service delivery quality assurance systems are complied with and applied by service delivery staff
  • To ensure all of policies and procedures are complied with and applied by service delivery staff
  • To take a lead role in the service area in the absence of the Strategic Director of Operations
  • To undertake other duties as required by the Strategic Director of Operations

Experience Required:

Experience of leading service delivery - managing teams and services

Creating and develop business plans for the area of work

Experience of internal and external reporting to Senior Management Team and Board and stakeholders

Management of data and use of databases

Experience of analysing operational data to identify areas for improved performance

Experience of supporting new funding bids - bid writing and data analysis

Experience of effective financial management through budget setting, management accounting

A good knowledge of the homelessness sector in London including rough sleeping services

A good working knowledge of best practice in service delivery across a range of specialist components of homelessness service provision - ETE, homeless health and skills development

A good understanding of Fundraising, Local Authority and other Statutory funding of services

A good understanding of performance management best practice in the charity sector

A good understanding of reporting to internal and external audiences
